Budget Actions Taken in 2003-2004
to address projected deficit for 2004-2005
In Fall 2003, the Library projected a budget deficit for 2004-2005 of $704,000. Cuts in recurring expenses had to be made by June 1, 2004 in order to ensure that 2004-2005 finished in balance.
The projected deficit was based on estimated inflation rates of
- 0% for monographs
- 3% for continuations (e.g., monographic series)
- 8% for serials.

Although recurring money is not available to cover monographic inflation, The Library used one-time funds to help offset an extraordinary deficit arising from poor exchange rates with foreign currencies. In January 2004, $156,000 was appropriated among selectors whose purchasing power was diminshed due to a fall in the value of the dollar.
To soften somewhat the blow of a second year of serials cuts, the AUL for Collections, with the advice of Collections Council, covered $104,000 of the deficit from one-time funds, and set the target for reducing recurring expenses to $600,000.
After consultation with UC Berkeley faculty, various subscriptions have been cancelled. Whenever possible, unique content has been preserved while duplicate copies and formats have been eliminated. If you have questions or comments, please contact your library liaison.
Because of the nature of the various disciplines we serve, titles appear in two lists:
- Arts, Humanities and Social Science titles, in call number order
- Sciences and Engineering titles, grouped by Library
Other UC campuses are also cancelling some titles. The UC systemwide Collection Development Committee (CDC) website includes links to campus cancellation lists when these have been made publically available.
Successful negotiations between CDL and Elsevier resulted in a new contract (December 2003) allowing UC to cut low-use titles from the bundle and add titles of interest as they are picked up by Elsevier. CDL publishes an updated list of current titles available through this agreement.
